 This classification is a safety-sensitive position as defined by the United States Department of Transportation drug and alcohol testing regulations and/or the Oklahoma Standards for Workplace Drug and Alcohol Testing Act.  As a safety-sensitive classification, you will be subject to drug and alcohol testing, including random testing.  Marijuana is one of the substances included in the drug panel screening.  Possession of a medical marijuana certification will not excuse you from the testing process, or the consequences of testing positive for marijuana. 

PRIMARY OBJECTIVE OF POSITION:  This is a non-exempt technical position that serves as the principal assistant to the City Engineer assisting in the planning, directing and coordinating all City engineering projects. “Job descriptions may be modified based on City needs and employees may be required to perform function beyond those described below; work varies requiring individual judgment, choosing from alternatives, within prescribed standards and procedures; and other duties as assigned.

 ESSENTIAL JOB FUNCTIONS:

  • Supervises, directs, and coordinates activities and assists various departments in the execution of public works improvement projects.
  • Supervises and aids in the preparation of construction plans.
  • Maintains all construction plans, plats, records, atlas books and other engineering documents.
  • Assists in preparation of departmental budget and monitors expenditures.
  • Assists in determining requirements, supervises the preparation of preliminary plans and estimates and reviews final plans and specifications for major construction projects.
  • May work with state and federal agencies in order to coordinate performance of projects and regulations.
  • Prepares plans and specifications regarding bidding documents and provides notice to bidders.
  • Consults with other professional engineers and contractors regarding major projects to ensure compliance with rules, regulations, and policies set forth for bidding contracts and contractual obligations.
  • Inspects projects in various stages of completion and performs tests for quality of material and workmanship.
  • Provides technical assistance in addition to identifying and resolving issues or notifies appropriate resource for follow up and problem resolution;
  • Reviews and enforces construction plans and specifications to monitor and determine compliance issues;
  • Participates with other personnel in the issuance of permits;
  • Inspects developments to ensure that the approved plans, specifications, and standards are followed and meet all federal, state, and local code regulations and requirements;
  • Performs other duties and responsibilities as assigned.

 

MINIMUM QUALIFICIATIONS:

  • Ability to bend, stoop, crawl, and work in construction zones and facilities.
  • Ability to effectively work or communicate with the public, civic groups and elected officers.
  • Knowledge of principles and practices of civil engineering as applied to municipal programs.
  • Knowledge of construction and maintenance methods, materials, and equipment.
  • Knowledge of relevant city ordinances and state laws.
  • Ability to perform in an administrative capacity.
  • Ability to effectively communicate with others orally and in writing.

DESIRED QUALIFICIATIONS:

  • Experience in the area of civil engineering.
  • Experience with computerized drafting or mapping systems.
  • Knowledgeable in survey practices, equipment and documents.
  • Registration as an Engineer in Training with the Oklahoma PELS board.

 EDUCATION, TRAINING, AND EXPERIENCE REQUIREMENTS:

  • Degree in Civil Engineering, or equivalent experience in related field.
  • Experience with AutoCad Civil 3D.

 SUPERVISION GIVEN:  None currently required.

 WORKING CONDITIONS AND PHYSICAL HAZARDS: 

  • Works primarily indoors. 
  • May work at job site, surveying, inspecting and meetings.
  • May be exposed to inclement weather conditions.
  • Some lifting is required usually up to at least 35 pounds – but may be required to lift up to 50 pounds on occasion.
  • May require attendance and/or participation at meetings after normal business hours.

SPECIAL LICENSES OR CERTIFICATIONS REQUIRED:  Possess a valid Oklahoma Drivers License and drivers record acceptable to the City’s insurance Carrier.
