The Management Team is comprised of all department heads for
the City of Shawnee as well as a few other key members of the
staff. The Management Team meets each Monday morning beginning
at 9:00 a.m. and discusses a variety of city topics. Each member
brings his/her own education, background and experience that makes
our team very diverse but well balanced to assist in making
important decisions that impact the City of Shawnee.
Phyllis Loftis, Interim City Manager Phyllis began working for the City of Shawnee in August, 1999 as Deputy City Clerk. In September, 2007, she was named City Clerk/Court Clerk. I oversee the City Clerk’s Office, Utility Billing/Customer Service and Municipal Court. She is a member of the Oklahoma Municipal Clerks and Treasurers Association, International Institute of Municipal Clerks American Record Manager’s Association and Oklahoma Municipal Court Clerk’s Association. Prior to her employment with the City, Phyllis worked for the Pottawatomie County District Attorney for 5 years and, later, as a legal assistant for the West Law Firm. In 1997, she started the company “Legal Solutions” that provided free-lance legal services for attorneys in need of temporary legal assistance.
Phyllis was born in Oklahoma City and lived there until her family moved to the McLoud area during her high school years. She graduated from McLoud High School and attended Seminole State College.
Phyllis has been married to Rodney Loftis for 26 years. They have two daughters, Stephanie Pok and Jessica Loftis. They also have two grandchildren, Brayden and Brianna Pok. Their “empty nest” now includes a Corgi “Riley” and Schnauzer “Shadow”.
“I am very excited about the opportunity to serve as City Clerk. I am formulating long term goals for each department I oversee. However, providing the citizens of Shawnee with friendly and helpful customer service is my top priority.”

Kellie Howard, M.S.H.R., C.L.E.M.T., HR Human Resources Director Kellie Howard is the Human Resources Director for the City of Shawnee. She possesses a Masters degree in Human Resources and a Bachelors degree in Arts from East Central University. Kellie is a trained Law Enforcement Mediator and trainer of Mediation/ Conflict Resolution by the Department of Justice. Kellie served as a Human Resources Instructor for East Central University, Police Corps Academy instructor and has over 13 years of management experience. Kellie has been a recipient of the International Who’s Who of Public Service, and several of her youth program developments have been published in the Department of Justice’s Tribal Strategies Against Violence grant reports.
She is a member of Kiwanis and is a Shawnee Leadership board member. She is a past member of the Shawnee Police Foundation, Shawnee Youth & Family Resource Center, PATCH, OPAT and the Oklahoma Child Death Review Board. Kellie is married to Joe Howard and has two beautiful children, daughter Jaydn and son Colton.

Neva Treiber, City Treasurer Finance Director/City Treasurer Neva Treiber has worked as Shawnee’s City Treasurer and Finance Director since August 2007. She is a Certified Public Accountant licensed in Oklahoma and Colorado and is a member of the Oklahoma and Colorado Society of CPAs and Shawnee Kiwanis Club.
Neva graduated from Shawnee High School and Oklahoma Baptist University and received her CPA in 1977. She has experience in governmental accounting, budgeting, auditing, internal auditing, grants management and reporting, and GASB reporting requirements.
Neva previously worked for the Association of Central Oklahoma Governments (ACOG) as Director of Finance and for Colorado Springs School District 11 performing supervisory, internal audit, and financial reporting duties. She was the liaison to over 60 schools, providing training in accounting and site visits to ensure compliance with state laws and district policies.
In the past, she has enjoyed tutoring/mentoring District 11 and Oklahoma City Title I elementary students and participating in workshops for high school foster children, which taught money matters using a board game.
Neva is married to Fred Treiber, a special education teacher. They have four sons, three daughters-in-law, and six grandchildren whom they visit in Colorado and Minnesota.

Stephen Nolen, Information Systems Chief Information Officer Stephen Nolen is the Chief Information Officer for the City of Shawnee Oklahoma. He has been with Shawnee since January 2000 and previously server as the IT Director for the Citizen Potawatomi Nation and the Data Processing Director / Assistant to City Manager for the City of Tecumseh. Mr. Nolen has been involved in municipal or tribal government since 1991 and has worked in the Information Technology field since the early 80’s.

Jimmy Gibson, Fire Dept - City Hall Fire Chief Jimmy Gibson is the Fire Chief for the city of Shawnee, Oklahoma. He began his employment with the Shawnee Fire Department in February of 1989. After serving two years as firefighter, he promoted to Fire Equipment Operator and served in that capacity for three years. Chief Gibson promoted to the Fire Marshal’s Office in December of 1994. While serving as Fire Prevention Officer, he conducted fire cause and determination investigations, inspections, was instrumental in the adoption of Operation Fire Safe, a nationally recognized juvenile fire setter intervention program, and headed the public education efforts for the department. He also worked with the department’s clown program each year during fire prevention week. Chief Gibson promoted to Acting Fire Chief in August of 2007 and then on to Chief of the department in October, 2007.
Chief Gibson is certified with the Council of Law Enforcement Education and Training and is a nationally certified Emergency Medical Technician. He successfully completed the Fire Inspection Principles and Fire Suppression: Structures and Systems courses at the National Fire Academy in Emmitsburg, Maryland.
Chief Gibson responded to the April 19, 1995 bombing of the Alfred P. Murrah Building in Oklahoma City and participated in search and rescue efforts in Midwest City after the devastating tornado on May 3, 1999.
Chief Gibson holds an Associate of Science degree in Fire Protection Technology, an Associate of Applied Science degree in Municipal Fire Protection, an Associate of Science degree in Police Science, and a Bachelor of Science degree in Organizational Leadership.
In looking to the future of the Shawnee Fire Department, Chief Gibson would like to see more emphasis placed on training efforts, as well as maintain a pro active approach to public education. He believes it is imperative to work closely with the Emergency Management Division and the Shawnee Police Department to encourage a team approach in regards to public safety.
He and his wife, Kristi, have two daughters, Cailey and Cierra. Chief Gibson’s hobbies include travel, boating, and enjoying bluegrass music. He is a member of Liberty Baptist Church.

DONALD D. LYNCH, C.E.M., M.E.P., O.C.E.M., Emergency Management Emergency Management Director Donald D. Lynch is the Assistant Fire Chief and Emergency Management Director for the City of Shawnee and Pottawatomie County, Oklahoma. He has been with the City since December, 2000. He administers the community’s emergency and disaster mitigation, preparedness, response, and recovery programs, provides for emergency resource assistance and training, and manages the City’s radio and telephone communications systems. He also serves as emergency Management Director for Pottawatomie County.
Prior to accepting his current position, Mr. Lynch served in various capacities with the Oklahoma Department of Emergency Management ranging from Operations Officer to Chief of the Response Division. He also served as Director of Emergency Management for Oklahoma County, Oklahoma and as Senior Operations Officer for the Claremore/Rogers County, Oklahoma Emergency Management Agency. He has an additional 10 years of service as a Fire Captain and Training Officer for the City of Catoosa, Oklahoma.
Mr. Lynch has worked many local emergencies and 19 Presidentially declared disasters. Following the April 19, 1995 bombing of the Alfred P. Murrah Federal Building in Oklahoma City, he was instrumental in directing the response and recovery efforts of Oklahoma County. In addition to aiding officials with assessment and repair of county buildings, Mr. Lynch served as a liaison between city, county, state, and Federal agencies, private sector organizations, and volunteer agencies, assisting with logistics and resources management.
Mr. Lynch is a past President of the Oklahoma Emergency Management Association. He is a recipient of both the Certified Emergency Manager credential from the International Association of Emergency Managers and the Oklahoma Certified Emergency Manager credential from the Oklahoma Emergency Management Association. He has also been awarded the Master Exercise Practitioner credential from the Federal Emergency Management Agency (FEMA). He was the first person in Oklahoma to receive certificates of completion for both the Professional Development and Applied Practices series of courses conducted by the FEMA.
Mr. Lynch is an Oklahoma Fire Service Instructor Level II and has completed over 3000 classroom hours in the allied emergency services. He teaches numerous courses for the Federal Emergency Management Agency (FEMA) including the Professional Development, Hazardous Materials, and Radiological series. He is also an adjunct faculty member at FEMA’s National Emergency Training Center located in Emmitsburg, Maryland.
Mr. Lynch holds both a Master of Public Administration degree with emphasis in emergency management and a Bachelor of Arts degree from the University of Oklahoma.
Mr. Lynch is a member of the Sine Nomine Choral Society of Central Oklahoma and has twice performed at the prestigious Carnegie Hall in New York City.

Jim Bierd, Public Works Utilities Director I have lived in Shawnee most of my life and attended school in Shawnee. I am married and have four children, 2 daughters and 2 sons. I faithfully attend church at Bethel Acres Assembly. I give thanks to the Lord for the many accomplishments in my life and truly consider them blessings.
I began my career with the City of Shawnee in October, 1979 in a Maintenance 1 position. I am very proud of the fact that during my tenure with the City I have held every position in the Line Maintenance Division of the Utility Department. I have received employee of the month 6 times, which is a credit to the employees which it has been my privilege to work with, everything in the Utility Department is a team effort.
One of my most memorable moments came when I was presented the Golden Manhole Award by Terry Powell, former City Manager, who really thought he pulled the perfect practical joke.
I have received over 750 hours of classroom training. I have certificates from Sacramento State University on Water Treatment (2), Wastewater Treatment (2), Wastewater Collection, and Water Distribution. I also hold DEQ certification in both water and wastewater. I am a member of the American Water Works Association as well as the Water Environment Association.

Mike Jackson, Exposition Center Expo Director Michael Jackson is the operations manager at the Heart of Oklahoma Exposition Center. He has been employed for the City of Shawnee at the Expo center since February 1, 1988. During that time he served as a supervisor on the expo grounds. While he was in that position he worked on event set-up’s and making sure the facilities were exactly like the event holder specified. Mike was promoted to superintendent of the expo grounds and conference center in august of 2007. Following that promotion he was then named the operations manager of the entire facility in November 2007. Some of Mike’s duties include meeting with prospective event holders, booking all events, handling any problems that occur on grounds. He also works one on one with the Expo’s trust authority to make sure the Expo is operating at its best capacity.
Mike has been an active part of the international finals youth rodeo since its start in 1993. It is billed as the world’s richest youth rodeo. While chairing the rodeo committee this year mike works with (8) different committees to ensure another successful year for the IFYR and the Shawnee Expo Center.
Much of the success of the expo center is because of the dedicated staff, many of which have made a lifelong commitment to the City of Shawnee. Mike has been a key role in that success by learning all he can about his events and getting to know his event holders on a personal level.
A lifelong Pottowatomie county resident, he was born in Shawnee city hospital and was a graduate of Tecumseh high school. Mike and his wife Holli have made the Bethel area their home for the past 16 years. Mike has 3 children Jared, Kelsey, and Seth. Also proud to call him grandpa, are Jakeb & Hailey. When Mike isn’t involved in activities at the Expo center he enjoys family time and woodworking, or you might find him coaching baseball with his son.
