Phyllis Loftis Dept: City Clerk Position: City Clerk Phyllis began working for the City of Shawnee in August, 1999 as Deputy City Clerk. In September, 2007, she was named City Clerk/Court Clerk. I oversee the City Clerk’s Office, Utility Billing/Customer Service and Municipal Court. She is a member of the Oklahoma Municipal Clerks and Treasurers Association, International Institute of Municipal Clerks American Record Manager’s Association and Oklahoma Municipal Court Clerk’s Association. Prior to her employment with the City, Phyllis worked for the Pottawatomie County District Attorney for 5 years and, later, as a legal assistant for the West Law Firm. In 1997, she started the company “Legal Solutions” that provided free-lance legal services for attorneys in need of temporary legal assistance.
Phyllis was born in Oklahoma City and lived there until her family moved to the McLoud area during her high school years. She graduated from McLoud High School and attended Seminole State College.
Phyllis has been married to Rodney Loftis for 26 years. They have two daughters, Stephanie Pok and Jessica Loftis. They also have two grandchildren, Brayden and Brianna Pok. Their “empty nest” now includes a Corgi “Riley” and Schnauzer “Shadow”.

The City Clerk attends the meeti
The City Clerk attends the meetings of the
Board of
Commissioners of the City of Shawnee and keeps record of the proceedings
at every meeting of the board. The City Clerks office is responsible for
preparing the meeting agenda and issuing the agenda packets to the
appropriate personnel and maintaining the proper records of Commission
Minutes.
City Commission meetings are held in the Commission
Chambers at City Hall on the first and third Mondays of each month, except
if it falls on a holiday, then it is held the following Tuesday.
The City Clerks Office is the official records
keeper of all official city documents.
Record Keeping and
maintaining files include the following:
- Ordinance and resolution indexes. All ordinances
and resolutions passed by the Board of Commissioners are filed in the
city clerks office and a separate index book listing the ordinances
and resolutions are maintained in the office.
- The official Code of the City of Shawnee,
Oklahoma.
- Cemetery register of the
Fairview Cemetery are
recorded and maintained in the office of the City Clerk. Entries of
lots and blocks are registered. View and search the
