Chief Russell Frantz, Dept:Police Department Position:Chief of Police First started working for the City of Shawnee as a part time Municipal Bailiff / Marshal for Judge Robert Jones while attending OBU. Joined the Police Department as a patrol officer in February 1987. Promoted to Senior Patrolman, and then obtained the rank of Sergeant in January 2002. He was promoted to the rank of Lieutenant in December 2005. Has attended OBU, has an associate’s degree in criminal justice from the Community College of the Air Force and holds an Oklahoma Advanced Law Enforcement certification.
Has served as a field training officer and is an Oklahoma Police Instructor. Graduated from the 224th session of the FBI National Academy in March 2006. Frantz has served as Special Assignments Lieutenant, Shift supervisor and Criminal Investigation supervisor. Promoted to Chief of Police on 23 November 2008.
Joined the Air Force Reserve in January 1985 as a security specialist for the 301st Weapon System Security Flight. Activated to serve in Operation DESERT SHIELD / DESERT STORM in 1990 and 1991. Was later activated again with the 301st Security Forces Squadron in October 2001 for Operation NOBLE EAGLE and then assigned to 363rd Expeditionary Security Forces Squadron in Saudi Arabia for Operation SOUTHERN WATCH and ENDURING FREEDOM. Selected to be the Security Forces Manager for the 64th Expeditionary Security Forces Squadron at a data masked location in 2002.
Senior Master Sergeant Frantz returned to the United States and did a tour with the Air Force Reserve Command as a member of the Crisis Action Team at Warner Robins AFB, GA. Recently completed a tour in 2008, to Kirkuk Regional Air Base, Iraq as the 506th Air Expeditionary Group Superintendent for Operation IRAQI FREEDOM. Chief Master Sergeant Frantz currently serves at the 301st Security Forces Squadron, US Air Force Reserve as the Security Forces Manager.
