1829, Sir Robert Peel, founder of London’s Metropolitan Police Department, developed nine principles of law enforcement. The seventh of these principles states: "To maintain at all times a relationship with the public that gives reality to the historic tradition that the police are the public and that the public are the police; the police being only members of the public who are paid to give full-time attention to duties which are incumbent on every citizen in the interest of community welfare and existence."

1. Support advanced law enforcement training opportunities     2. Support community crime prevention activities and education    3. Assist with special equipment needs that are outside of the normal departmental budget     4. Assist in research, development, and implementation of programs to address challenges of providing police services of the highest quality
