1829, Sir Robert Peel, founder of London’s Metropolitan Police Department, developed nine principles of law enforcement.
The seventh of these principles states:

"To maintain at all times a relationship with the public that gives reality to the historic tradition that the police are
the public and that the public are the police; the police being only members of the public who are paid to give full-time
attention to duties which are incumbent on every citizen in the interest of community welfare and existence."

The purpose of the Shawnee Police Foundation is to financially supplement the Shawnee community in achieving and
maintaining the relationship that Sir Robert Peel wrote of in his 7th principle.
The Shawnee Police Foundation was
established as a no profit 501 (c) 3 organization to provide equipment and/or training for Shawnee law enforcement that
is not otherwise provided
Four Goals of the Shawnee Police Foundation:
- Support advanced law enforcement training opportunities
- Support community crime prevention activities and education
- Assist with special equipment needs that are outside of the normal departmental budget
- Assist in research, development, and implementation of programs to address challenges of providing police services of the highest quality
The Shawnee Police Foundation with the assistance of Police Chief William H. Mathis and his staff have identified some
areas of need. The following items are goals for 2007:
- Firearms simulator
- Driving simulator
- Special programs/equipment for school safety
- Range Supplies
- Training Facility classroom equipment
- TAC Team vehicle with trailer
- Briefing room equipment
- DNA test equipment
