The Parks Maintenance Division, with a staff of 11, maintains 26 parks and 6 public buildings. Staff is responsible for a number of small and medium scale construction and repair projects in the parks. Staff conducts safety inspection of all playground equipment on an ongoing basis. The division is also responsible for mowing approximately 1240 acres of park land, certain public rights-of-ways, and area at the Shawnee Twin Lakes dams and emergency channel.

Glenn Collins Memorial Park at Shawnee Twin Lakes

Both Glenn Collins Memorial Park and Isaac Walton Park close at 9:00 p.m. during the Summer

Approximately 100,000 people enjoy the recreation opportunities of the Shawnee Twins Lakes each year. Lake Number 1 has a surface area of about 1,300 acres and Lake Number 2 has a surface area of about 1,100 acres. Boat ramps and docks on each lake provide access for fishing and recreation. Watercraft have access to both lakes via a channel constructed in 1962.

In 1994 the Shawnee residents approved a referendum permitting full recreation on Lake Number 1. Additional recreation opportunities include swimming, skiing, and personal watercraft. A fully enclosed fishing dock provides year-round all weather-fishing opportunities.

Isaac Walton Park established after the opening of Lake Number 1 in 1935 has been improved dramatically. Improvements include camping at 15 individual sites, swimming, 8 family picnic areas with cooking grills, handicap accessible restrooms, park lighting, parking lots, and paving.

City crews developed Glenn Collins Memorial Park between the two dams. Improvements include 30’ x 30’ picnic shelter, large swimming area, numerous individual picnic areas with cooking grills, handicap accessible restrooms, park lighting, volleyball and basketball recreation areas, parking lots, and paving.

Fishing is allowed on both lakes along with hunting for duck, rabbit, quail, squirrel, and dove in designated areas.

1999 Shawnee Twin Lakes Fish Management Survey Report
Following is a synopsis of the reports prepared by the Oklahoma Department of Wildlife Management:

Shawnee Twin Lake Number 1: Largemouth bass numbers are lower than desired and too few trophy size fish were collected for a quality fisher. Saugeye catch rate indicated good success of the 1999 stocking. Bluegill abundance was low. Overall abundance of forage fish was adequate, but too few were of size for a quality forage supply.

Recommendations: Continue to stock saugeye fingerlings and continue to monitor to determine stocking success. The 356-mm minimum length limit on bass should be maintained.

Shawnee Twin Lake Number 2: Largemouth bass numbers are too low for a quality fishery. Crappie are abundant and their populations size structure is good. White bass are abundant, including excellent numbers of trophy size (>300-mm) fish. Saugeye are abundant¾ stocking success has been good. Channel catfish and blue catfish are also abundant, including good numbers of quality size (>300-mm) fish. Bluegill numbers are low. Forage fish are abundant, but too few were of size for quality forage supply.

Recommendations: Continue to stock saugeye fingerlings and continue to monitor to determine stocking success. The 356-mm minimum length limit on bass should be maintained.

The Oklahoma Department of Wildlife Management will continue stocking of saugeye in 2000 and continue to monitor the success of the stocking as well as survey the resident fish populations. The full report is available at the Public Works Service Center and at Lake Head Quarters.
