Comptroller
Description :
JOB SUMMARY: This is an exempt position which under supervision of the Finance Director oversees the major accounting functions of the Budget and Finance department.
ESSENTIAL DUTIES:
- Preparation and computation of various manual journal entries for accounts with non-automated system balancing (i.e. allocated costs).
- Supervises the preparation of bank reconciliations and related general ledger entries.
- Preparation of periodic fund pooled cash to bank balance reconciliations.
- Reviews payroll biweekly to ensure accuracy and compliance with city policy and code, union contracts, and state and federal law.
- Reviews accounts payable to ensure compliance with city policy and code, state and federal law, and best practices.
- Reviews insurance payments for accuracy.
- Establishes, modifies, documents, and coordinates implementation of accounting systems and internal control procedures.
- Coordinates activities of departmental finance staff who work under the supervision of the City Treasurer/ Finance Director.
- As directed by the City Treasurer/Finance Director, assist city employees with any questions related to policy, best practice, current departmental budgetary status, or other financial process inquiries.
- Assists in preparation of the annual budget, budget monitoring process, and necessary budget amendments.
- Assists in preparing interim financial statements and other reports to summarize the current and projected financial position of the city.
- Assists in preparing the comprehensive annual financial report.
- Other duties as assigned.
MINIMUM REQUIREMENTS:
- Degree in Accounting/Finance or equivalent experience.
- Minimum of 3 years’ experience in governmental accounting.
DESIREABLE QUALIFICATIONS:
- Knowledge of financial and governmental accounting.
- Knowledge of union contracts.
- Ability to use computer and other office equipment to prepare work products.
- Ability to perform in an administrative capacity.
- Ability to effectively communicate with others.
SUPERVISION REQUIRED: Works under specific supervision of City Treasurer/Finance Director.
SUPERVISION GIVEN: Supervision of Finance staff as assigned.
WORKING CONDITIONS/PHYSICAL REQUIREMENTS:
- Employee works in an office environment and uses a computer and copier.
- Employee is occasionally required to bend, stoop and twist when maintaining files.
- Employee may be required to walk up and down stairs.
- Some lifting is required usually up to at least 25 pounds – but may be required to lift up to 50 pounds on occasion.
SPECIAL LICENSES OR CERTIFICATIONS REQUIRED:
- Must possess a valid Oklahoma driver’s license and maintain driving record acceptable to the City’s Insurance carrier.
