JOB TITLE: Commercial Building Inspector
DEPARTMENT: Community Development
ACCOUNTABLE TO: Planning Director /Community Development
PAY RANGE: $55,000-$60,000
FLSA: Non-Exempt
PRIMARY OBJECTIVE OF POSITION: Under general supervision performs inspections and investigations in securing compliance with plumbing, mechanical, electrical, or building codes and ordinances; and other duties as assigned.
ESSENTIAL JOB FUNCTIONS:
- Performs inspections of commercial construction projects;
- Receives customer inquiries and complaints and conducts investigations and related inspections;
- Enforces applicable building codes, regulations and procedures;
- Provides technical assistance in addition to identifying and resolving issues or notifies appropriate resource for follow up and problem resolution;
- Reviews and enforces construction plans and specifications to monitor and determine compliance issues;
- Participates with office personnel in the issuance of permits;
- Performs basic mathematical calculations to determine compliance with approved specifications;
- Writes official notices and fine-bearing citations for permit and safety hazard violations;
- Maintains records, documentation and other related work using a wireless tablet, smart phone and computer;
- Confers with engineers, architects, contractors, owners, workers and others regarding the interpretation and application of compliance issues, regulations and standards;
- Coordinates the final inspection of subcontractors and the general contractor for issuance of the occupancy permit;
- Interprets various codes relating to residential and commercial construction;
- Operates a City vehicle;
- Represents the City in court as an expert witness and during prosecution of code violators;
- Must report to work on a regular and timely basis;
- Work under uncontrolled weather conditions of rain, heat, and cold may be required;
- Must possess a valid Oklahoma Driver’s License.
MAJOR AREAS OF ACCOUNTABILITY AND PERFORMANCE:
- Conducts review of building plans and permit applications for commercial buildings within the City for compliance with building, zoning, and related codes and ordinances;
- ADA Coordinator for the City;
- Visits job sites during the process of construction to observe compliance with all codes and ordinances of the City;
- Inspects developments to ensure that the approved plans, specifications, and standards are followed meeting all federal, state, and local code regulations and requirements;
- Issues notices for correction when an inspected building does not comply with codes or ordinances;
- Issues citations and prepares reports concerning violations which have not been corrected;
- Answers inquiries from and advises the public on compliance with adopted building codes, zoning codes and city ordinances;
- Responds to citizens’ complaints regarding potential building code violations;
- Conducts research regarding property ownership, current and past permits and applications and applicable codes;
- Coordinates code enforcement actions with other City departments and other governmental agencies when necessary;
- Prepares and files reports of activities, keeps accurate records of applications and inspections, submits monthly and annual reports as appropriate;
- Maintains inspection records and prepares reports for use by administrative or judicial authorities;
- Position requires substantial and frequent contact and communication with the public, developers, builders, property owners, fellow employees, and other agencies of government requiring tact and respecting confidentiality;
EDUCATION, TRAINING, AND EXPERIENCE REQUIREMENTS:
- Graduation from high school or its equivalent; PLUS
- Two years’ experience in the building construction as an ICC Certified Commercial Building Inspector;
- Must have certifications in the areas of commercial building, plumbing, mechanical, and electrical (the passing of ICC B2, P2, M2 and E2 exams);
- Must keep up continuing education credits for certifications;
- Certification for ICC B3 General Plans Examiner a plus;
- Must hold current State License with the Construction Industries Board;
- Must possess a valid Oklahoma Driver’s License and maintain a status of insurability.
EXAMPLES OF PERFORMANCE CRITERIA AND EXPECTATIONS:
- Visits job sites during the processes of construction to observe compliance of building codes;
- May identify, evaluate, and resolve issues of unsanitary living conditions and dilapidated structures;
- Maintains and applies working knowledge of current building codes, new construction methods, building materials, and design;
- Must possess the ability to work independently, take initiative, and work with disgruntled customers;
- Reports, records, and responds to complaints are prepared concisely and accurately;
- Establishes and maintains effective working relationships with developers, contractors, property owners, and the general public and deals tactfully and fairly with each;
- Performs other duties and responsibilities as directed.
