JOB SUMMARY:

This is a non-exempt position wherein the incumbent employee enforces City and State “Standards of Specifications” on Main line utility operations such as sewer, water and storm drain and on concrete and asphalt paving operations and is under the direct supervision of the City Engineer.  “Job descriptions may be modified based on City needs and employees may be required to perform functions beyond those described below and employees are “at will employees” in that either party may terminate the employment relationship. 

ESSENTIAL DUTIES:

  • Enforce all City and State “Standards of Specifications” pertaining to a project.
  • Maintain logs and records and time charge logs for a project.
  • Verify all quantities submitted for payment through actual field measurements.
  • Report regularly the status of a project to the city Engineer on a daily schedule.
  • Report all changes in project design or increase in payment of items to City Engineer for approval before changes can be agreed to.
  • Considerable communication exchange exists both inside and outside the City organization with contractors, architects, developers, consulting engineers, etc., for the purpose of obtaining and providing information, and explaining and clarifying City codes and ordinances related to engineering projects.
  • Inspects public improvement projects as directed, and ensures compliance with City of Shawnee standards for construction and specifications.
  • Assists in determining requirements, supervises the preparation of preliminary plans and estimates and reviews final plans and specifications for major construction projects.
  • Performs background research by reviewing construction plans, technical journals, City codes and ordinances, field observations, survey findings, etc. to obtain data required for the design and preparation of plans, designing and preparing construction drawings, writing specifications, estimating construction costs necessary for contract bids, and providing construction management for project completion. 

MINIMUN QUALIFICATIONS:

  • High school education or equivalent.
  • 5 Years of Construction (Utility and paving) experience.
  • Knowledge of soil, concrete and asphalt testing.
  • Computer and auto cad experience.
  • Knowledge of surveying procedures and field surveying experience.
  • Knowledge of and experience in contract administration, project management, and in reviewing public improvement project plans.
  • Ability to communicate well and to conduct oneself in a professional manner. 

DESIRED QUALIFICATIONS:

  • B. A. in Construction Technology.
  • 2 Years experience in a geo-technical lab testing concrete, asphalt and soils.
  • 4 Years of Field Inspection experience for utility, sewer, water, and storm drain operations.
  • Prior experience as a Project Manager. 

SUPERVISION REQUIRED:  Direct supervision by the City Engineer. 

SUPERVISION GIVEN:  None required.

WORKING CONDITIONS AND PHYSICAL HAZARDS:  Field work in all kinds of inclement weather exposed to elements and natural hazards. 

SPECIAL LICENSES AND CERTIFICATIONS REQUIRED:  B.A. in Construction Technology.
