Mary Ann Karns holds a Juris Doctorate with distinction from Oklahoma City University as well as a B.A. in English from OCU. She is admitted to practice in Oklahoma, the United States District Court for the Western District of Oklahoma, the United States Court of Appeals for the 10th Circuit. Her entire career has been focused on municipal law.
Ms. Karns became City Attorney in April of 2011. She has served as fulltime city attorney for Edmond and Stillwater, and while in private practice has represented a large number of Oklahoma communities. She has been a member of the Board of Directors of the Oklahoma Municipal Assurance Group and held all offices of the Oklahoma Association of Municipal Attorneys. She is a frequent lecturer for the Oklahoma Municipal League and many other municipal organizations, including the Oklahoma Court Clerks’ Association, the City Mangers Association of Oklahoma, the Code Enforcement Officials’ Association and the Oklahoma Cities and Towns Clerks Association. She is a recipient of the Don Rider Award, the highest award bestowed by the Oklahoma Municipal League.
Governor Henry named her to two state boards, the Oklahoma State Board of Examiners for Long Term Care Administrators (chair) and the Oklahoma Council for Children and Youth. Prior to that time, she served for 12 years (10 as chair) of the Oklahoma Merit Protection Commission.
She is a resident of Shawnee. Her adult daughter, Susan, lives in Los Angeles.
The Office of the City of Attorney provides representation for and legal advice to the City Commission, all departments, boards and agencies of the City. It also provides oversight for the Shawnee Municipal Court operations, exclusive of the Judge. Commission.
