Management Team

The Management Team is comprised of all department heads for the City of Shawnee as well as a few other key members of the staff.  Each member brings his/her own education, background and experience that makes our team very diverse but well balanced to assist in making important decisions that impact the City of Shawnee.


Chance Allison
Dept: City Management

Position: City Manager
Chance Allison was appointed City Manager in August 2019.  Mr. Allison began with the city as Finance Director/City Treasurer in June 2018.  He has an extensive accounting and finance background including over nine years of service at the firm Finley & Cook.  He holds a Bachelor's Degree in Professional Accountancy from Oklahoma Baptist University and is a Certified Public Accountant.

Position: Finance Director/City Treasurer

Ashley Neel was appointed Finance Director/City Treasurer in August 2019.

Lisa Lasyone

Dept: City Clerk
Position: City Clerk
Lisa has been with the City of Shawnee since August 2007 beginning in the Engineering Department. She transferred to the City Clerk’s office in January 2011 as Deputy City Clerk.  She obtained her Certified Municipal Clerk from the International Institute of Municipal Clerks in July 2016.  She was appointed City Clerk in August 2018.   The City Clerk’s office oversees Utility Billing and Municipal Court.  Lisa lives in the Shawnee area with her husband two children.

Mason Wilson

Dept: Police Department
Position: Police Chief
Chief Wilson has been a member of the Shawnee Police Department since 1989. Chief Wilson started his career as an Animal Welfare Officer and became a Reserve Police Officer. In 1990 he attended the Police Academy and became a patrol officer. Wilson experienced many extra assignments during his career. As a school resource officer, Wilson worked with hundreds of kids at the Washington Alternative School. Wilson became a K9 handler and his K9 partner joined him as they patrolled the halls and grounds of the Washington Academy. Wilson received National training for gang investigations and became a member of the Oklahoma Gangs Investigator’s Association.
Wilson continued his gangs training in locations such as Dallas and Phoenix and became the lead gang investigator and supervised graffiti abatement programs. The graffiti abatement programs placed juvenile offenders in a community service role to remove graffiti from the Shawnee buildings. During the summer breaks from school, Wilson patrolled the Shawnee Twin Lakes by land, and on the water. Wilson promoted to the rank of Corporal and then to Sergeant.
As a Sergeant, Wilson supervised patrol shifts and received more specialized training. Wilson attended the Institute for Law Enforcement Administration (ILEA) in Plano, Texas. Wilson graduated from three courses at ILEA: Basic Supervision, School of Supervision, and Professional Standards Internal Affairs and Ethics. Wilson became the leader of the gang unit, an internal affairs investigator, and supervisor over the fleet. Wilson received his advanced certification from CLEET and promoted to the rank of Lieutenant.
As a Lieutenant, Wilson has spent time as a commander of patrol shifts, the gang unit, internal affairs, and the fleet. Wilson completed the Oklahoma New Chief’s Certification. Wilson completed his formal education while working at the police department. Wilson received a Bachelor’s of Public Administration and a second degree in Criminal Justice Administration. In 2013 Wilson attended the FBI National Academy in Quantico, Virginia. Wilson Graduated the 253rd Session of the FBI Academy.
In November of 2015 Wilson was honored to be placed as Interim Police Chief. Wilson continued as Interim Chief until May of 2016 when he was hired as the Chief of Police.
Wilson is a member of the Shawnee LIONS, the Oklahoma Gangs Investigator’s Association, the Oklahoma Association of Chiefs of Police, and the International Association of Chiefs of Police. Chief Wilson is a published author of numerous police training articles.

Rodney Foster
Dept: Fire Department
Position: Fire Chief
Rodney Foster comes to Shawnee from Midwest City, Oklahoma. He is a 21 year veteran of the fire service. He has a Master of Science Degree from Oklahoma State University (2013) and received his Chief Training Officer and Chief Fire Officer designation from the Center of Public Safety Excellence.  Rodney was named Shawnee Fire Chief on June 10, 2019.  He and his wife, Meredith, have been married for twenty six years and have two daughters, Karlie 22 and Berklie 17.

DonLynchDONALD D. LYNCH, M.P.A., C.E.M., M.E.P., O.C.E.M.
Dept: Emergency Management
Position: Emergency Management Director

Don has been the Emergency Management Director for the City of Shawnee and Pottawatomie County since December 2000.  In this capacity, he has developed close working relationships with emergency officials from federal, state and local governments, Native American tribes, business and industry, community and voluntary organizations active in disaster, strengthening the partnership for emergency management throughout the county.
Don holds a Master of Public Administration degree from the University of Oklahoma and is the recipient of the Certified Emergency Manager credential from the International Association of Emergency Managers and the Oklahoma Certified Emergency Manager Credential from the Oklahoma Emergency Management Association.
Prior to accepting his current position, Don served in various capacities with the Oklahoma Department of Emergency Management.  He also served as Director of Emergency Management for Oklahoma County, and as Senior Operations Officer for the Claremore/Rogers County Emergency Management Agency.
Don has responded to many local emergencies and 24 Presidentially declared disasters, including the 1995 bombing of the Alfred P. Murrah Federal Building in Oklahoma City, where he was instrumental in directing the response and recovery efforts of Oklahoma County.
His hobbies include amateur radio and performing with the Sine Nomine Choral Society in Shawnee, which has performed twice at the prestigious Carnegie Hall in New York City.
He holds many Masonic affiliations including being a 32nd degree Mason; a Shriner; and a member of both the Order of Eastern Star and the Legion of Honor of the Order of DeMolay.

Bradley Schmidt

Dept: Utility Department
Position: Utilities Director

Brad began his career with the Shawnee Municipal Authority (SMA) in September 2005 as a maintenance worker. He has also served in the positions of Equipment Operator, Wastewater Collection Supervisor, Maintenance Manager, and Deputy Director before becoming the Utility Director in 2018.  Brad currently holds DEQ Class A Operator licenses in both water and wastewater, a DEQ Class C wastewater lab license, and a Wastewater Treatment Plant Operation Specialist certification from California State University, Sacramento.

James Bryce
Dept: Parks
Position: Director of Operations
James started his career with the City of Shawnee in March of 1992.  He was promoted to Supervisor in 1994, Superintendent in 1998, Deputy Director of Operations in 2007, Interim Director of Operations in 2008, and Operations Director in 2011.  The Director of Operations oversees the Parks Department, Fairview Cemetery, Fleet Maintenance, and Building Maintenance.  He currently oversees 28 full-time positions and 52 seasonal positions, 11 buildings, all City vehicle and equipment repairs, and ground maintenance and repair of the City Parks, Cemetery, Shawnee Twin Lakes area, and road side mowing.    
James was born in Shawnee and moved to the Bethel Acres area at a young age.  He graduated High School at Bethel and still resides in the Bethel area today. James likes to ride motorcycles, fish and hunt, go camping, and Nascar.
James is married and has three daughters, five grandchildren, and one great-grandchild.


Bonnie Wilson
Dept: Airport
Position: Airport Manager

Bonnie Wilson joined the Shawnee Regional Airport team in January 2018.  She served in a variety of positions in the airport management and operations field throughout her career.  Beginning as an industry representative for airports in the United States and Canada, then as a member of the executive staff for an airport authority, she started her own consulting firm prior to accepting the position of Airport Manager in Shawnee.  She is a Certified Member of the American Association of Airport Executives, a former Committee Chairman with the Transportation Research Board, and active in a variety of aviation industry associations. A graduate of the University of Houston, she holds degrees in History and Public Administration.
