Mr. Finley is a retired partner of Finley & Cook, an Oklahoma Certified Public Accounting firm. Mr. Finley began his career with Finley & Cook in 1973 and served as a partner in the firm from 1977 until his retirement in 2015, where he was in charge of the tax department and headed the firm's appraisal and litigation support practice. Mr Finley received his Bachelor of Science degree from Central State University (now UCO) in Edmond, became a CPA in 1975, is a member of the OSCPA and AICPA, and is a Certified Valuation Analyst and a member of NACVA.

Commissioner Ed Bolt graduated from Mustang High School and attended the University of Oklahoma as a Political Science Major. He has been a Shawnee resident since 2002. He worked 29 years for AT&T where his final assignment was as a Regional Sales Manager for State Government and Higher Education. Since retirement in 2008, Mr. Bolt started his own photography business in Shawnee and opened a photo studio and art gallery on East Main St. He bought a condemned building and completely rebuilt it in an effort to help revitalize our downtown area. Ed is very active in a number of local civic organizations. He serves as Community Coordinator for Safe Events for Families, Vice Chair for Historic Shawnee Alliance, and Secretary for Visit Shawnee Inc.
Ed and his wife, Phyllis, attend St. Benedict Catholic Church and Wesley United Methodist Church.
Commissioner James Harrod graduated Seminole High School and obtained a Bachelor’s Degree from East Central University with a double major in Math and Physics and a double minor in Biology and Chemistry. He obtained a Master’s Degree from the University of Oklahoma in Educational Administration and an EDS (equal to educational doctorate) From Oklahoma State University.
Mr. Harrod has 30 years of experience as a superintendent of schools mostly in Oklahoma and some in Kansas. His first teaching job was as a math and physics teacher at Enid High School.
Mr. Harrod has 7 years’ experience as a general contractor and 13 years’ experience as an electrical contractor. He also owned and operated Harrod's Shoe Box for 6 years in Holdenville, and has work experience in heavy equipment operation. Mr. Harrod worked as a policeman when in college.
Mr. Harrod is an active member of Shawnee Masonic Lodge, Kiwanis, and the Elks. He is married to Kaye Steele Harrod and they attend Life Church.
