JOB TITLE: Code Enforcement Officer
DEPARTMENT: Community Development
PAY RANGE: 12/1 - $15.02
ACCOUNTABLE TO: Chief Code Enforcement Officer
PRIMARY OBJECTIVE OF POSITION: Under general supervision is responsible for the enforcement of municipal code provisions related to health, safety, nuisance-related and non-construction codes and ordinances of the City; Work varies requiring individual judgment, choosing from alternatives, within prescribed standards and procedures.
ESSENTIAL JOB FUNCTIONS:
- Physical demands include sitting, standing, bending, walking, climbing, stooping, crouching, crawling, lifting up to 35#s (greater with assistance), and getting in and out of a vehicle;
- Work under uncontrolled weather conditions of rain, heat, and cold may be required;
- Must become a Certified Code Enforcement Officer within one year of employment;
- Must possess a valid Oklahoma Driver’s License.
MAJOR AREAS OF ACCOUNTABILITY AND PERFORMANCE:
- Conducts onsite inspections and re-inspections, investigates and determines the existence and type of code violations, pursues corrective action, determines a timeframe for compliance achievement, and issues notices of violations and citations if appropriate;
- Responds to inquiries and advises the public on compliance with nuisance and other regulations, and responds to citizen complaints regarding potential code violations;
- Evaluates citizen complaints;
- Inspects properties after notification of complaints;
- Communicates with irate citizens;
- Evaluates compliance to City Ordinances;
- Issues citations to property owners and/or tenants for violations of City Ordinances as appropriate;
- Inspects properties for contractor cleanup;
- Re-Inspects properties to verify contractor completion of cleanup and other services;
- Keeps detailed records on both paper and incode;
- Prepares letters and correspondence on various code violations, prepares legal notices and issues summons, properly documents violations, and preserves evidence as appropriate;
- Represents the City in court and testifies as necessary;
- Maintains accurate, complete records of complaints, inspections, violations, and citations, prepares periodic written reports detailing code enforcement activities;
- Conducts research regarding property ownership, current and past permits, and applications, and applicable codes;
- Maintains a professional appearance, responds to and resolves difficult and sensitive citizen inquiries and complaints;

- Performs other duties and responsibilities as assigned.
- Prepares and files reports of activities; receives and logs phone, e-mail, and written complaints; keeps accurate records of inspections, and submits monthly and annual reports as appropriate;
- Position requires substantial and frequent contact and communication with the public, developers, builders, property owners, fellow employees, and other agencies of government requiring tact and respecting confidentiality;

EDUCATION, TRAINING, AND EXPERIENCE REQUIREMENTS:
- Graduation from high school or its equivalent; PLUS
- One year work experience;
- Must become a Certified Code Enforcement Officer within one year of employment;
- Must possess a valid Oklahoma Driver’s License and maintain a status of insurability.
EXAMPLES OF PERFORMANCE CRITERIA AND EXPECTATIONS:
- Must possess the ability to work independently, take initiative, work with hostile and irate citizens while maintaining a professional appearance in responding to and resolving difficult and sensitive citizen complaints;
- May work an irregular schedule which may include evenings and weekends;
- Must be able to carry out responsibilities with minimal supervision;
- Visits properties to assure compliance of municipal codes;
- Reports, records, and responds to complaints are prepared concisely and accurately;
- Establishes and maintains effective working relationships with property owners, and the general public, and deals tactfully and fairly with each;
- Performs other duties and responsibilities as directed.
