Management Team


The Management Team is comprised of all department heads for the City of Shawnee as well as a key members of the staff.  Each member brings his/her own education, background, and experience that makes our team very diverse and well balanced to assist in making important decisions that impact the City of Shawnee.

Andrea Weckmueller-Behringer
Andrea Weckmueller-Behringer

Position: City Manager 

Andrea Weckmueller-Behringer was appointed to the City Manager position for the City of Shawnee in October of 2021. She comes to Shawnee with over two decades of planning, project management, and public administration experience. In 1997, Andrea began her career in municipal government with the City of Lawton, Oklahoma. For 12 years thereafter, she worked for the Association of Central Oklahoma Governments in various areas, including public outreach, population and employment projections, air quality, freight planning, incident management, transit, and traffic modeling.

Following her time working for a private consulting firm and before returning to Oklahoma after a ten-year absence, Andrea most recently served as the Executive Director of the Walla Walla Valley Metropolitan Planning Organization, where she collaborated with federal, state, and local entities as well as tribal governments, transit service providers, and state departments of transportation to guide regional multi-million dollar infrastructure investments.

Andrea holds a master’s degree from the Johannes Gutenberg University, Germany.  She is a member of the International City/County Management Association (ICMA) and the American Planning Association (APA). She is a member of the American Institute of Certified Planners, a Geographic Information System Professional, and a Registered Accessibility Specialist.

Andrea grew up in a small town in Germany and after completing her degree, she moved to U.S.  She is married to Fred Behringer, a native of Yukon, Oklahoma. Together, they have three grown and two teenage children as well as three grandchildren.

Lindsey McNabb-Fox joined the City in August 2022 as the Finance Director.  

Lindsey has held a variety of positions over the last twenty years in the financial field, both in private and public sectors.  Her most recent experience was with the City of Bridgeport, TX as the Director of Financial Services.  Prior to that she served the City of Oklahoma City for 8 years in various roles in the Finance department, ending her tenure as the Assistant Budget Director.

Lindsey holds a master’s degree in Accounting and a bachelor’s degree in Business Administration.  She is a native Oklahoman, born in Norman.  Lindsey and her husband, Erik, have three daughters: Samantha, Aspen and Coral.

Lisa has been with the City of Shawnee since August 2007 beginning in the Engineering Department. She transferred to the City Clerk’s office in January 2011 as Deputy City Clerk.  She obtained her Certified Municipal Clerk from the International Institute of Municipal Clerks in July 2016.  She was appointed City Clerk in August 2018.   The City Clerk’s office oversees Utility Billing and Municipal Court.  Lisa lives in the Shawnee area with her husband and two children.

Jennifer Greenland

Position: Human Resources Director

Jennifer Greenland has been with the City of Shawnee since October 1998.  She began in Emergency Management assisting with responses to local emergencies and disasters.  For many years she served as secretary of the Oklahoma Emergency Management Association (OEMA) executive board and on the Pottawatomie County Local Emergency Planning Committee.  She administered two safe room rebate programs benefiting the citizens in the community.  

Jennifer transferred to the Human Resources Department in 2012 to focus on assisting employees.  She completed the 2015 Shawnee Leadership class with honors.  In 2014, she promoted within the Department to Assistant to the Director.  She has been a member of the Society for Human Resources Management since 2015.  In December of 2018, she was appointed as the HR Director.  Human Resources is responsible for employment, benefits, employee issues, and workers’ compensation for all City of Shawnee employees. 

Jennifer received her associates in Business Administration from Seminole State College and completed her bachelor’s degree in Business Administration and Human Resources in May 2019 with a 4.0 GPA.

Rachelle Erickson

Position: Emergency Management Director

Rachelle Erickson graduated from Wellington High School in Wellington, KS.  After graduation, she enlisted in the United States Air Force in 2005.  Her primary duties in the Air Force were Fuels and Logistics support.  Rachelle achieved Special Experience Identifiers as a Liquid Oxygen/Nitrogen Technician and a Fuels Accountant Specialist.  She excelled quickly in her career becoming an E-6 Technical Sergeant within six years. Rachelle attended Park University and American Military University working towards a Business Management degree.

After multiple deployments overseas including United Arab Emirates, Turkey, Iraq, Kuwait, Bahrain, Afghanistan, and South Korea, she decided to hang up her hat after nine years to start a family.  Rachelle and her spouse (Will) moved to the Shawnee area in 2015 where she immediately began working for the Shawnee 911 Communications Center as a Dispatcher.  During her time as a Dispatcher, she received the City of Shawnee “Employee of the Year” award.  She became the Emergency Management Director in November of 2020.  Rachelle has a stepdaughter, Roxie, currently stationed in Italy and two children at home, Riley and Tripp.

Mason Wilson

Position: Police Chief

Chief Wilson has been a member of the Shawnee Police Department since 1989. Chief Wilson started his career as an Animal Welfare Officer and became a Reserve Police Officer. In 1990 he attended the Police Academy and became a patrol officer. Wilson experienced many extra assignments during his career. As a school resource officer, Wilson worked with hundreds of kids at the Washington Alternative School. Wilson became a K9 handler and his K9 partner joined him as they patrolled the halls and grounds of the Washington Academy. Wilson received National training for gang investigations and became a member of the Oklahoma Gangs Investigator’s Association.

Wilson continued his gangs training in locations such as Dallas and Phoenix and became the lead gang investigator and supervised graffiti abatement programs. The graffiti abatement programs placed juvenile offenders in a community service role to remove graffiti from the Shawnee buildings. During the summer breaks from school, Wilson patrolled the Shawnee Twin Lakes by land, and on the water. Wilson promoted to the rank of Corporal and then to Sergeant.
As a Sergeant, Wilson supervised patrol shifts and received more specialized training.
   
Wilson attended the Institute for Law Enforcement Administration (ILEA) in Plano, Texas. Wilson graduated from three courses at ILEA: Basic Supervision, School of Supervision, and Professional Standards Internal Affairs and Ethics. Wilson became the leader of the gang unit, an internal affairs investigator, and supervisor over the fleet. Wilson received his advanced certification from CLEET and promoted to the rank of Lieutenant.

As a Lieutenant, Wilson has spent time as a commander of patrol shifts, the gang unit, internal affairs, and the fleet. Wilson completed the Oklahoma New Chief’s Certification. Wilson completed his formal education while working at the police department. Wilson received a Bachelor’s of Public Administration and a second degree in Criminal Justice Administration. In 2013 Wilson attended the FBI National Academy in Quantico, Virginia. Wilson Graduated the 253rd Session of the FBI Academy. In November of 2015 Wilson was honored to be placed as Interim Police Chief. Wilson continued as Interim Chief until May of 2016 when he was hired as the Chief of Police.
    
Wilson is a member of the Shawnee LIONS, the Oklahoma Gangs Investigator’s Association, the Oklahoma Association of Chiefs of Police, and the International Association of Chiefs of Police.  Chief Wilson is a published author of numerous police training articles.

Tony Wittmann
Dept: Fire Department
Position: Fire Chief

 Tony Wittmann was appointed Fire Chief in November of 2020.  Chief Wittmann began his career in the fire service with Shawnee Fire Department in July of 2000.  Previously, Chief Wittmann was a supervisor for REACT EMS in Shawnee. He has been a Paramedic for over 25 years and working in Emergency Medical Service for more than 30 years.  Wittmann holds a Master’s Degree of Science in Occupational Safety and Health. He has served as a Board Member on the Council for Firefighter Training (COFT), as Vice Chairman for the Emergency Medical Coalition, and was appointed to the Emergency Response System Development Advisory Council by past Governor Brad Henry.

Bradley Schmidt
Dept: Public Works
Position: Public Works Director

Brad began his career with the Shawnee Municipal Authority (SMA) in September 2005 as a maintenance worker.  He has also served in the positions of Equipment Operator, Wastewater Collection Supervisor, Maintenance Manager, and Deputy Director before becoming the Utility Director in 2018.  Brad currently holds DEQ Class A Operator licenses in both water and wastewater, a DEQ Class C wastewater lab license, and a Wastewater Treatment Plant Operation Specialist certification from California State University, Sacramento.

Seth Barkhimer

Position: Director of Engineering

Seth Barkhimer joined the city as the City Engineer / Director of Engineering in April of 2020.  He holds a bachelor's degree in Civil and Environmental Engineering from Oklahoma State University and is a licensed Professional Engineer.  Seth brings experience in residential, commercial, and public infrastructure design.  He is a native Oklahoman,  born in Shawnee.  Seth and his wife, Daisha, have three daughters; Tinley, Quinthia, and Leighton.

Stacy Cramer Moore
Dept: Tourism
Position: Director of Tourism

Stacy Cramer Moore is one of Shawnee’s “boomerangs” having lived here in the 2000’s, moved away, and came back in 2019 when the City made her an offer she couldn’t refuse to be the first director of the City of Shawnee’s Department of Tourism. She may be familiar to some of you, having worked in community and economic development for the Oklahoma Department of Commerce and the United States Department of Agriculture throughout the state. 

She received a congressional accommodation from Frank Lucas for service to the state, having helped over 250 communities and organizations accomplish their goals through strategic planning, implementation and funding.  

Most recently, Stacy was the director of the Chisholm Trail Heritage Center in Duncan, Oklahoma’s attraction of the Year, four times, and a top ten western museum in the US.  She was a founding member of the Chisholm Trail coalition which consisted of over 600 organizations, attractions, and communities from three states. During her time there, she wrote and administered $3M in grants and hosted nearly 100,000 school-aged participants in their award-winning programs.


Rian Harkins
Rian Harkins

Dept: Community Planning & Development
Position: Community Development Director

Rian Harkins joined the City of Shawnee team in January 2022 as Community Development Director.

Rian’s career in planning began in 1997 and includes work in both the public and private sector.  After working for a private consulting firm in central Kansas working on multiple planning projects, he moved to the City of Wichita where his experience included neighborhood revitalization efforts.  After a return to the private sector, he worked for the Nebraska Military Department as a civilian in the construction and facilities management office.  Rian’s career progressed when he began working as the Planning Director for a suburb in the Omaha, Nebraska area.  He has also spent time working for a local council of government as well as the City of Stillwater.

Rian holds a bachelor's degree in Community and Regional Planning from Iowa State University, and a Master of Public Administration from the University of Nebraska-Omaha.  He is a member of the American Planning Association and American Institute of Certified Planners.  

A native of Davenport, Iowa, Rian is married to Kara Harkins.  They have three active children.  Often serving as one of his children’s coaches, he holds a Class D Coaching License from the US Soccer Federation.

Bonnie Wilson

Position: Airport Manager

Bonnie joined the Shawnee Regional Airport team in January 2018.  She served in a variety of positions in the airport management and operations field throughout her career.  Beginning as an industry representative for airports in the United States and Canada, then as a member of the executive staff for an airport authority, she started her own consulting firm prior to accepting the position of Airport Manager in Shawnee.  She is a Certified Member of the American Association of Airport Executives, a former Committee Chairman with the Transportation Research Board, and active in a variety of aviation industry associations. A graduate of the University of Houston, she holds degrees in History and Public Administration.
