Water Meter and Tap Requirements

CITY OF SHAWNEE

WATER MAIN INSTALLATION SPECIFICATIONS

Revised 1/2014

 

SCOPE

Work included under these specifications shall include the furnishing and installation of all pipes, valves, fittings, specials, fire hydrants and other incidental work and materials in connection with conveying water from the source of supply to the water mains and to each fire hydrant, including furnishing and installation of all water mains and appurtenances in accordance with the plans and these specifications. All work shall be performed in accordance with these specifications and with recommendations and regulations of the Oklahoma Department of Environmental Quality.  All water and service lines installed shall have a distance separation, two (2) feet vertical and ten (10) feet horizontal in reference to a sewer line,’’ TITLE 252. DEPARTMENT OF ENVIRONMENTAL QUALITY CHAPTER 626. PUBLIC WATER SUPPLY CONSTRUCTION STANDARDS ( 252-626-19-(h)).’’  

TRENCHING GENERALLY

A.    The locations of the water mains, hydrants, valves, etc., are shown on the plans. Trenches shall be of sufficient width to provide ample room for workmen and making joints. In no case shall the trench inside of sheeting and bracing lines be less than twelve (12) inches greater than the external diameter of the pipe bell. Trenches shall be cut to a depth that shall provide a minimum cover of four (4) feet. The cover shall be measured from the top of the barrel of the pipe to the finished surface of the ground or street. The grade of the invert of all waterlines shall, in general, be parallel to the street grade, except that the Utility Director may require a greater depth, not to exceed two (2) feet at the point where there is a sharp break in the street grade, or where necessary, to provide clearance for existing or proposed pipelines or drainage structures. Bottoms of the trenches shall be accurately graded to provide uniform bearing and support for the pipe.

B.    Ledge rock, boulders, and large stones shall be removed to provide a clearance of at least six (6) inches on each side of all pipes and appurtenances. Adequate clearance for properly jointing of pipe laid in rock trenches shall be provided at bell holes.

PROTECTION OF EXCAVATION

The contractor shall adequately protect all excavations from caving in by providing suitable sheeting, shoring, and bracing.

 

BACKFILLING TRENCHES

A.    Where water mains are laid in rock, shale, or clay, six (6) inches of sand shall be placed in the trench between bell holes to provide a uniform and continuous bearing and support for the pipe. When the water main is in place and the joint has been completed, the trench shall be backfilled with sand six (6) inches above the top of the pipe. Where mains are constructed in the parking area or parallel to a road where there would normally be no traffic, the remainder of the trench shall be filled in such a manner as not to impose excessive concentration or unbalanced loads, shock, or impact on or cause displacement of the pipe, allowing six (6) inches for top dressing, after which the entire trench shall be settled with water. After settlement, the top dressing shall be applied, but in no case shall the top dressing be applied where pools of water are standing. Where the trench is excavated in front of developed property, the top dressing must be, in general, soil as good as the original ground, and in the event there is a lawn, trees, or decorative shrubbery, the growth shall be protected and restored to its original condition.

B.    Where the water main crosses roadways or rights-of-way, etc.:

1.             Where the water main crosses any unpaved roadway, gravel or oil surfaced road, driveway of any kind, or railroad tracks, six (6) inches of sand shall be placed in the trench below the grade of the pipe invert. After the pipe is laid to grade, backfill with sand to twelve (12) inches above top of pipe, then remains of trench compacted and filled with one and one half inch (1 ½) crusher run rock in lifts not to exceed nine (9) inches.

2.             In case the excavation fails to furnish suitable material for the bottom of the trench or backfill, the contractor shall supply such material as will be suitable and satisfactory to the Utility Director , moving same from another locality or part of work as necessary.

3.             Where compaction is required or ordered, it shall be done in layers of six (6) inches or less and shall be compacted to a density equal to that of the adjacent soil 

4.             Where the water mains are constructed under proposed paving or paving which has been cut, in or across roads and highways, driveways, sidewalks, under fences, foundations or other such structures, six (6) inches of sand shall be placed in the trench below the grade of the pipe invert, and after the pipe is laid to grade backfill with sand to twelve inches (12) above top of pipe, then remains of trench compacted and filled with one and one half inch (1 ½) crusher run rock in lifts not to exceed nine (9) inches.

 

CUTTING AND REPLACING PAVING

A street cut permit is required before cutting paving.

A.    Where concrete, asphaltic concrete, or asphaltic concrete base paving has been cut, the contractor shall dispose of the broken materials, and after the sand backfill has been completed, shall apply a temporary patch of asphaltic surface course (hot mixed-cold laid). The contractor shall maintain these patches for a period of sixty (60) days, or to the time the permanent repair has been made.

B.    Where water mains are to be installed across an existing paved street by boring, “dry boring” and steel casing sleeve installed shall accomplish the boring operation. Size and thickness of casing to be shown on the plans, and in accordance with City of Shawnee Water Line Standards.

 

PIPE AND FITTINGS

A.    All water pipe and fittings used for the construction of the water mains and distribution system shall conform to the following requirements:

B.    Ductile iron pipe shall be manufactured in accordance with ANSI/AWWA C151/A21.51-91. Thicknesses shall be as follows:

C.  Ductile iron and cast-iron fittings shall meet all requirements of ANSI/AWWA C110/A21.10-93 and shall be class 250 for 12 inch and smaller sizes and class 150 for 16 inch through 24 inch sizes. Ductile iron compact fittings shall meet all requirements of ANSI/AWWA C153/A21.53.94. Joints shall be mechanical conforming to the requirements of ANSI/AWWA C111/A21.11-95. Tee head bolts shall be Corten alloy steel. Where critical joint restraint is needed the Pipe Joint Restraint itself shall be EBAA brand or approved equal.

D.    Specifications for Tyton and Fastite joint pipe or equal shall be the same as for mechanical joint pipe in all respects except for the details of the joint. The joint shall be of a type that employs a single gasket to affect the joints. Details of the joint shall conform to ANSI/AWWA C111/A21.11-95.

E.     Each length of water pipe shall be hydrostatically shop tested to a minimum of five hundred (500) psi. Certifications will be furnished to the City Utility Director certifying the hydrostatic proof test.

F.     All sizes of ductile iron pipe and fittings used in water main extensions to the City water system shall be cement mortar lined and seal coated in accordance with ANSI/AWWA C104/A21.4-95. All pipe shall be straight, accurately circular in section with all inner and outer surfaces concentric. Except where shorter lengths are required for connections with valves, fittings or changes in design requirements where such connections must be made at specific locations, all pipe shall be furnished in laying lengths of not less that eighteen (18) feet and the length or lengths to be furnished shall be stipulated in the proposal.

G.    All pipes shall be delivered in A-1 respects sound and conformable to these specifications. Inspection by the City or its representative shall not relieve the contractor of any of his obligations in this respect, and any defective pipe which may be passed by the City or its representative at the works or elsewhere shall be at all times liable to rejection when discovered until the final completion and adjustment of the contract. Care shall be taken in handling the pipe not to injure the lining or coating, and pipe damaged during transportation or at any time after it has received the coating, or lining shall not be used.

H.    Poly Vinyl Chloride bell and spigot pressure pipe shall be manufactured in accordance with current ANSI/AWWA C900-89 standards and shall be for the construction of underground water distribution systems with cast iron pipe equivalent outside diameter (O.D.’s). Their thickness shall be as follows:

          I.    The bedding requirement for P.V.C. pipe shall be changed to reflect a minimum sand encasement of six inches (6”) on the top, sides, and bottom. The minimum depth and width of encasement for various pipe sizes are as shown below:

  1.  Tracer Wire:

1)    #12 solid copper direct bury blue tracer wire shall be firmly attached to each service line.  

2)    Tracer wire will also be securely attached to the main at the saddle of each service line.

3)    Tracer wire to be blue, direct bury, copper clad wire #12, with High Density Polyethylene coating.

4)    Tracer wire shall be brought to the surface within 1 foot behind the fire hydrant and be connected to a Magnetized Tracer Box and shall have 18-24 inches of wire looped inside said box.

5)    If wire splicing is absolutely unavoidable, use Moisture Displacement Silicone connectors for Corrosion Resistant Protection.

6)    Tracer wire shall be installed over all types of water mains and polyethylene water services and in cases where polyethylene water services are attached to ductile iron water lines tracer wire shall be cad welded to ductile iron pipe.

7)    For pipe depths greater than 8 feet, tracer wire shall be placed centerline above pipe at maximum depth of 8 feet. Normally, as per City ordinance, the minimum depth of 4 feet and maximum depth of 6 feet bury is required.

8)    Contractor shall schedule a Conductivity Locate Test (Conducted by City) upon completion.

9)    Termination box will be SnakePit® Magnetized Tracer Box with Anti Corrosion Technology, Ease of Locate ability, Exterior Direct Connection Point, and Tamper Proof Cover. (Lite Duty Box #LDI4, Lite Duty Adjustable 1ILDl4-A, Roadway Box #RB I4, Concrete/driveway Box #CD I4, Lite Duty-L Box #LDXL36) Add "B" for blue lid (Water) or approved equal to be approved by Line Maintenance Manager.

10) 3-Way wire connections from main to valve box will be made with snakebite direct bury connector with moisture displacement silicone filled cap for corrosion resistant protection or approved equal.

11) If directional drilling or boring is required only High Strength copper clad wire with 45 mil High Density Polyethylene (HDPE) jacket with minimum 1150 lb. break load, will be used. 

  1. The installation of the pipe shall conform with detail in ASTM Manual No. 37. 
     
  2. All Poly Vinyl Chloride pipe installed pursuant to this section shall be installed in accordance with manufacturer’s installation specifications.

M.   Service connections:

1)    The service line from the water main to the meter box shall be type “K” soft copper or polyethylene water service tubing, color blue, copper tube size (CTS) PE 3408/3608, high density PE tubing, PC 200 (psi), DR 9 (outside diameter-based dimension ratio), in conformance with the requirements of ANSI/AWWA C901 and ASTM D2737.

2)    PE water service tubing shall bear permanent identification markings that will remain legible during normal handling, storage, installation and service life and that will not reduce strength or otherwise damage tubing. 

3)    Markings shall be applied at intervals not more than 5 feet and shall include: nominal size, standard PE code designation, dimension ratio, AWWA pressure class, AWWA designation number C901, manufacturer’s name or trademark and production record code, seal or mark of testing agency that certified suitability of tubing material for potable water products.

4)    Brass Ford or Mueller couplings for PE tubing shall be compression type with solid stainless steel internal stiffeners inside ends of PE tubing at the corporation stop, house loops, cut offs, and anywhere the line is to be spliced.

5)    Where soils are contaminated with solvents or petroleum products, copper tubing shall be used instead of polyethylene tubing.

6)    When placing PE service line, the line should be snaked through the ditch in order to

                  allow for expansion and contraction of soils.

7)       Service connections shall be made using a service clamp or saddle. The service clamps or saddles should provide full support around the circumference of the pipe and provide a bearing area of sufficient width along the axis of the pipe, two-inch (2”) minimum, to prevent distortion of the pipe. The service saddle shall be nylon or epoxy coated with stainless steel band and bolts. Service connections for PVC or ductile iron pipe shall be one of the following:

                                    Romac (101N), Ford (FC101), or approved equal.

  1. Water Service Taps and Meters:

1)    All water main service taps will be the same size or larger than the service line and meter. Multiple smaller taps manifold together to achieve an equivalent tap size will not be allowed. Absolutely no direct main taps will be allowed. For taps larger than 2 inches in diameter, a tapping sleeve and valve are required. The tapping sleeves shall be stainless steel, all saddles will be epoxy coated, and shall meet AWWA standards (such as one of the following types as: JCM (No. 432), Romac (SST), Ford (Style-Fast), Smith-Blair (662) AWWA STANDARD SECTION 22 11 16.11 WATER SERVICE TAPS AND SERVICE LINE INSTALLATION. All meters are required to be of the type and brand as approved by the Line Maintenance Manager (Currently Neptune).

2)    Corporation stop shall be Mueller H 15000 or 15006 (Institute) and/or Ford 1000 with compression grip joint.

3)    Curb stop shall be Mueller H 14250 or H14262 (Institute) and/or Ford angle ball valve BA43-331 with or equal.

4)    Taps made by City personnel:

a)    All meters are required to be of the type and brand as approved by the Line Maintenance Manager (Currently Neptune). All water meters 1 inch or less shall be supplied by the City. The property owner or water user shall purchase all other meters. The Line Maintenance Manager shall approve the type of meter, such as turbine, compound, etc. All meters 2 inch and larger shall be installed with a bypass and the appropriate valves. Bypasses may be required on any meter installations, where, in the judgment of the Line Maintenance Manager, uninterruptible service is important.

b)    City policy is that a tap fee is due any time a new service tap is made to the City’s water main. This includes locations where taps have previously been made and have been or are being abandoned. The City may waive the tap fee at its discretion in cases where the existing tap is being abandoned and the location of the new tap is to the City’s benefit. In all cases, a plumbing permit and, if applicable, a street cut permit will still be required.

c)     After obtaining an OKIE locate and securing all the appropriate permits, the plumber will be responsible for the excavation of the water main. The excavation should meet all safety requirements of the OSHA standards. The tap crew has the authority to make judgments on the safety and appropriate size of the excavation and have the plumber make the necessary changes. Under no circumstances will the tap crew enter an unsafe excavation.

d)    The Line Maintenance Division tap crew will confirm that appropriate permits have been issued including plumbing permits, street cut permits, and that applicable tap fees have been made prior to making or inspecting a tap or setting a meter. If it cannot be determined by the tap crew that these items have been obtained, then a Code Enforcement Officer will be contacted to determine if a code violation has occurred.

e)    For taps 1 inch and less the City will provide the tapping saddle, corporation stop, meter tile, and where a meter deposit has been made, a meter. The plumber will supply all other materials needed for the installation of the service line. (See service line requirements)

f)     Where 2 or more meters are supplied by one service line, the service line shall be not less than 1 ¼ inches in diameter, but in no case of less than adequate size to supply all meters at peak usage and each meter shall be supplied with an individual cutoff.

g)    Meters shall be at least 18 inches and not more than 30 inches in the ground. If a change in grade of the yard, parking or sidewalk is made; the service line and meter shall be changed to correspond with this requirement by the plumber. For meters located in vehicular traffic situations only concrete enclosures with steel frames and lids are to be used unless otherwise specified.

h)    Although the City does not make taps larger than 1 inch in diameter for water services, it is required by State law to inspect them. It is the plumber’s responsibility to notify the Line Maintenance Division-(405) 273-1960- directly before any work is done. AN INSPECTOR FROM THE LINE MAINTENANCE DIVISION SHALL BE PRESENT BEFORE AND DURING THE ACTUAL CUTTING OF THE TAP. IF TAP IS MADE BEFORE THE INSPECTOR ARRIVES, A CODE ENFORCEMENT OFFICER SHALL BE CALLED OUT TO ISSUE A CITATION FOR CODE VIOLATION. It is crucial for the inspector to observe that the tap coupon and cuttings are recovered and not lost into the water main. The inspector shall further check the construction of the service line from the water main to the meter and the meter installation to ensure compliance with city codes. The plumber prior to inspection shall cover no connections or fittings.

TAPPING VALVES

A.    Valves shall be ductile iron body fusion bonded epoxy interior and exterior, resilient seat, rubber encapsulated ductile iron wedge, conforming to AWWA C509-94, with non-rising stems. Valves shall be mechanical joint or flanged to fit the pipe for which they are used. Turning to the left shall open all tapping valves and the operating nut or wheel shall have cast thereon an arrow indicating the direction of opening. Each valve shall have the maker’s initials, pressure rating, and year in which it was cast upon the body. All tapping valves shall be designed for a minimum working pressure of not less than two hundred (200) pounds per square inch. Prior to shipment from the factory, each valve shall be tested by hydraulic pressure equal to twice the specified water working pressure.

B.    Tapping valves shall be as manufactured by the Mueller Company, American-Darling, or approved equal.

HYDRANTS

A.    All fire hydrants shall have a six inch mechanical connection and shall have two (2) two and one-half inch and one (1) four and one-half inch steamer connection designed for one hundred fifty (150) pounds working pressure or three hundred (300) pounds hydrostatic pressure, and shall conform to ANSI/AWWA C502-94, for a traffic model hydrant with breakable coupling at ground level, with a five and one-fourth inch valve opening. All working parts shall be bronze. All hose threads shall conform to the standard threads of the City. Design, materials and workmanship shall be similar and equal to the latest stock pattern ordinarily produced by the manufacturer. Hydrants shall be painted one coat of red lead paint and two (2) finishing coats of an approved paint of the color directed. The hydrants purchased under this specification shall meet the approval of the Utility Director or his authorized representative.

B.    Supplier shall furnish certification that hydrant meets City of Shawnee specifications.

C.    Hydrants shall be as manufactured by Mueller Company (Centurion) Number A-423, American Darling Number B-84-B, or approved equal.

VALVE BOXES

Valve boxes shall consist of a cast-iron base, center section, and top section with a cover that shall be marked “water”. The top section shall be adjustable for elevation and shall be set to allow equal movement above and below finished grade. The base shall be centered over the valve and shall rest on compacted backfill. The top of the base section shall be approximately on line with the nut at the top of the valve stem, and the entire assembly shall be plumb.

GATE VALVES

A.    Valves shall be ductile iron body fusion bonded epoxy interior and exterior, resilient seat, rubber encapsulated ductile iron wedge conforming to AWWA C509-94, with non-rising stems. Valves shall be mechanical joint or flanged to fit the pipe for which they are used. Turning to the left with a standard operating nut shall open all gate valves. Each valve shall have maker’s initials, pressure rating, and the year it was cast on the body. All gate valves shall be designated for a minimum working pressure of two hundred (200) pounds per square inch. Prior to shipment from the factory, each valve shall be tested by hydraulic pressure equal to twice the working pressure. 

  1. Gate valves shall be as manufactured by the Mueller Company, American-Darling, or approved equal.

 

TAPS ON EXISTING LINES

A.   Taps on all existing lines shall be made using a stainless steel tapping sleeves with a ductile iron, carbon steel or stainless steel flange of the following:

            JCM (No. 432), Romac (SST), Ford (Style-Fast), Rockwell (622), Smith-Blair (622).

B.   After the tapping sleeve is placed on the existing line the contractor shall pressure test the sleeve and valve before tapping. The Inspector shall witness such pressure test.

SETTING HYDRANTS AND VALVES

Hydrants and valves installed in trenches shall be placed where shown on the drawings unless otherwise directed by the Utility Director . Hydrants, valves and valve boxes shall all be plumb, with valve boxes placed directly over the valves. After being correctly positioned, earth fill shall be carefully tamped around the valve box for a distance of four (4) feet on all sides of the box. Hydrants shall be set at such elevations that the connection pipe and distributing mains shall have the same depth of cover. Each hydrant shall be placed upon a slab of stone or concrete no less than four (4) inches thick and fifteen (15) inches square. The backside of the hydrant, opposite the pipe connections, shall have reaction or thrust blocking installed between the hydrant and the vertical face of the trench to prevent the hydrant from blowing off the line. Around the base of each hydrant shall be placed not less than seven (7) cubic feet of three-fourths-inch crushed rock to insure the complete drainage of the hydrant when closed. All backfill around hydrants shall be thoroughly compacted to the surface of the ground. Before installing any hydrant or valve, care shall be taken to see that all foreign material is removed from the interior of the barrel. Stuffing boxes shall be tightened and the hydrant or valve opened or closed to see that all parts are in working condition.

REACTION ANCHORAGE BLOCKING

All unlugged bell and spigot or all-bell trees, Y-branches, bends, deflecting twenty-two and one-half (22 ½) degrees or more, and plugs which are installed shall be provided with suitable reaction blocking, struts, anchors, clamps, joint harness, or other adequate means for preventing any movement of the pipe caused by unbalanced internal pressure as shown on the standard sheet.

TESTS

A.   Bac-T testing shall be done prior to hydrostatic testing.(See Disinfection of Mains Section) After the pipe is laid, and the trench backfilled, the newly laid piping or any valved section of piping shall be tested in the following manner:

      Leakage shall not exceed ten (10) gallons-per-inch of pipe diameter per mile of pipe per twenty-four hours. Provide for system testing as follows: 

1.     Fill pipe with water until all air is exhausted.

2.     Raise pressure to a hydrostatic pressure of one hundred fifty (150) pounds by means of pumping from a container.

3.     Refill container and maintain pressure for four (4) hours.

4.     Measure water required refilling container to previous test level.

B.   With failure of a test, the repairs shall be made and the testing procedure repeated until an acceptable result is obtained.

INSTALLATION OF MAINS 

A.   Diameter.          Distribution lines shall not be less than six (6) inch nominal diameter.

B.   Pipe and accessories.     All pipe and accessories, unless otherwise specifically stipulated in the proposal, shall be new materials, which have at no time previously been used for any purpose whatsoever. 

C.   Placing pipe in trenches. The interior of all pipe shall be thoroughly cleaned of all foreign matter before being lowered into the trench and shall be kept clean during laying operations by means of plugs or other approved methods. No trench water shall be allowed to enter the pipe or fittings. At all times when work is not in progress, all open ends of pipes and fittings shall be securely closed.

D.   Inspection of pipe.          Before lowering, and while suspended, the pipe shall be inspected for defects and rung with a light hammer to detect cracks. Any defective, damaged or unsound pipe shall be rejected. 

E.   Alignment of bell-and spigot pipe.            Pipelines or runs intended to be straight shall be so laid. Deflections from a straight line or grade, made necessary by vertical curves or horizont curves of offsets, shall not exceed 6/D inches per linear foot of pipe (where D represents the nominal internal diameter of the pipe expressed in inches) between the center lines, extended, of any two (2) connecting pipes. If the specified or required alignment requires deflections in excess of those stipulated above, the contractor shall either provide, at his own expense, special bends as approved by the Utility Director , or pipes in shorter lengths in such length and number that the angular deflection at any joint, as represented by the specified maximum deflections, is not exceeded.

F.   Laying Pipe.       Pipe shall be protected from lateral displacement by means of pipe embedment material installed as provided for trench backfill in this section.

1.     Under no circumstances shall pipe be laid in water and no pipe shall be laid under unsuitable weather or trench conditions.

2.     Pipe shall be laid with the bell ends facing the direction of lying except when making closures.

3.     Whenever pipe lying is stopped, the open end of the line shall be sealed with a watertight plug. All water that may have entered the trench shall be removed prior to removing the plug. It is essential that no mud, trench water, or other foreign matter be permitted to enter the pipe at any time.

G.   Suspension of work.       The work, or any portion of the work, under construction shall be suspended immediately on written order of the City Utility Director or the City Commission for any good cause or causes, among other of which reference is made to the following:

1.     Failure of the contractor to provide sufficient and proper equipment and properly executing the work.

2.     Deliberate failure on the part of the contractor to observe any requirements of these specifications or to comply with any orders given by the City Utility Director as provided for in these specifications.

3.     Failure of the contractor promptly to make good any defects in materials or workmanship or any defects of any other nature, the correction of which has been directed in writing by the City Utility Director .

PIPE JOINTS

A.    Mechanical joints shall be carefully assembled in accordance with the manufacturer’s recommendations. If effective sealing is not obtained, the joint shall be disassembled, thoroughly cleaned, and reassembled. Over tightening bolts to compensate for poor installation practice will not be permitted.

The holes in mechanical joints for double bell anchors shall be carefully aligned to permit   installation of the harness bolts. In flange and mechanical joint pieces, the holes in the      mechanical joint bell, as well as the flange, shall straddle the top (or side for vertical piping) centerline. The tip (or side) centerline shall be marked on each flange and mechanical joint piece at the foundry. 

      B.   Push-on joints shall be carefully assembled in accordance with the manufacturer’s recommendations relative to gasket installation and other jointing operations. All joint surfaces shall be lubricated with heavy vegetable soap solution immediately before the joint is completed. Each spigot end shall be suitably leveled to facilitate assembly.

DISINFECTION OF MAINS

Upon completion of the water lines, the contractor shall provide the material and do the work necessary to sterilize all the pipes, valves, hydrants, and other surfaces, which water provided by the system will come in contact with, conforming to ANSI/AWWA C651-92. The City will take the samples for Bac-T testing after the line is flushed.
